The requested information, in accordance with the Law of Ukraine "On Information" on facts of violation of human rights and freedoms does not apply to information with restricted access (paragraph 4 of part 4 of Article 21), contains information about the law, its implementation, legal facts, legal relations, offenses and combating them, which is legal information (part 1 of article 17) and is allowed to collect, store, use and disseminate confidential information about a person without his consent in the interests of national security and protection of human rights (part 2 of article 11) ).

Rationale for the request for urgent processing of the request

This request for information relates to information necessary for the protection of human freedom, other emergencies that have occurred or may occur and threaten the security of citizens (Part 2 of Article 20 of the Law of Ukraine "On Access to Public Information", in particular concerning the exercise of personal non-property rights of a lawyer in connection with discrimination on the part of NAAU in obtaining timely complete and reliable information about the activities of the bodies of advocate self-government on the grounds of not being involved in making such decisions and, in accordance with Part 1 of Article 266 of the Civil Code of Ukraine, is subject ate immediate renewal.

On the basis of the above, in accordance with Article 19, Part 3 of Article 20 in the order of Part 2 of Article 20, Part 1, Part 4 of Article 21 of the Law of Ukraine "On Access to Public Information", I request urgent processing of the request with by responding no later than 48 hours after receipt and -

P R O W U:

1. To inform when, by whom, by whom and in what form the information published (published on the NAAU website) was received (validity of receipt). Provide duly certified copies of the original documents certifying this.

2. To inform when, by whom (position, surname, name and patronymic) and on the basis of which (position instruction, decision, order, order, order, etc.) such information was processed and when, by whom (position, surname, name and patronymic) and on the basis of which (job description, decision, order, order, order of request, etc.) is published on the NAAU website (validity of use). Provide duly certified copies of the original documents certifying this.

- election of a representative from the city of Kyiv to the Council of Advocates of Ukraine Igor Cherezov;

- election of a representative from the city of Kyiv as a part of the Higher Qualification and Disciplinary Commission of the Lawyer Valery Kostrukov;

- Changes in the location of the location and contact numbers of the Bar Council and the Qualification and Disciplinary Commission of the Bar of Kyiv;

- election of the Head of the Qualification and Disciplinary Commission of the Bar of the City of Kiev Orlov Igor Fedorovich and the establishment of a legal entity by the name "Qualification and Disciplinary Commission of Kyiv";

8. To inform when and by what bodies the Conferences of the City of Kyiv Advocates on the above issues were convened for consideration at the Conferences. Provide duly certified copies of the original documents containing the requested information.

9. To inform whether the Kyiv City Council of Advocates was sent and received proposals for convening conferences from the RAU or signed by lawyers. Provide duly certified copies of the original documents containing such proposals and confirmation of the referral and receipt of such proposals by the Kyiv City Council.

10. Report whether circumstances have not occurred convening the Kyiv City Council of Conferences within thirty days from the date of receipt of proposals for their convening by lawyers or the RAU. Provide duly certified copies of the original documents containing such documented information.

11. Inform whether (when and by whom) decisions have been made on setting up organizational bureaus for convening the Kyiv City Bar Conference. Provide duly certified copies of the original documents containing such decisions.

12. Report to the organizational bureaus the persons who chair the meetings of the conference. Provide duly certified copies of the original documents containing the following definitions.

13. To inform all persons (position of surname and patronymic) of the Kyiv City Council of Attorneys who have been granted access to the EPAU for entering, editing or deleting records in it since the EPAU became operational. Provide duly certified copies of the original documents containing such decisions.

14. Report on whom persons were entered into the EPAU, by whom and when on behalf of the Kyiv City Council of Advocates chaired by Ryabenko. Provide duly certified copies of the original documents containing information on such interference with the EPA.

15. To inform: whether the RAU convened a congress of lawyers of Ukraine within the 60-day term on the initiative of the RAU; when and how the RAU informed the lawyers about the day, time and place of the beginning of the work of the Congress of Advocates of Ukraine and the issues raised for its discussion, whether it occurred within the 20-day period before the day of the work of the Congress; whether more than half of the elected delegates, who represent the majority of regional attorneys' conferences, participated in the Ukrainian Bar Congress; whether decisions were made by the Congress of Advocates of Ukraine by a majority vote of the delegates attending the Congress. Provide duly certified copies of the original documents containing the following decisions, and provide duly certified copies of the original documents:

- Protocol of the Reporting and Election Congress of Advocates of Ukraine in 2017;

- Minutes of the Conference of Advocates of the Regions which contain decisions on the quantitative and personal composition of the delegates of the Congress of Advocates of Ukraine;

- decisions of the RAU establishing the quota of representation, the procedure for nomination and election of delegates of the Congress of lawyers of Ukraine, the procedure for holding the congress of lawyers of Ukraine;

16. To inform about the designated special places (addresses) for work (time periods) of the requesters with documents or their copies, in which the requesters are entitled to make extracts from them, to photograph, copy, scan them, record to any media, etc.

17. Report to specialized units or designated responsible persons to ensure that requesters have access to information and to make information public.

18. Provide information on the accounting system, the types of information stored by NAAU, and information on the mechanisms or procedures by which the public may represent its interests or otherwise influence the exercise of NAAU's authority as an information manager.

19. Provide all available plans for holding and agenda of open meetings of the RAU and all other entities (committees, representative offices, etc.) from the moment of its formation to the end of this year.
